Prior to the launch of the Publica in June 1961, Toyota Motor Sales Co., Ltd. adopted a policy of establishing dedicated sales channels and prepared to start up Publica dealers. In February 1961, before the Publica was launched, the existing Vehicle Division was expanded as a part of the reinforcement of domestic sales organizations and the Vehicle Headquarters, made up of the Vehicle Department 1, 2, and 3 and the Zoon Manager Cffice, was established. The Vehicle Sales Planning Committee was created in October of that year, and the first long-term vehicle sales plan was adopted.
Later, the Vehicle Coordination & Planning Department was established as a staff department in April 1963. In September 1965, the Zoon Manager Cffice, was broken up and integrated into the vehicle department, which were organized along dealer lines, to conduct more dynamic marketing activities.
