The ninth-generation Crown that was introduced in October 1991 only represented a full model change of the flagship 4-door hardtop, which was subdivided into the Royal series and the high-end Majesta series. While the Royal series' body styling was more or less identical with that of the Majesta, the two were completely different in terms of the mechanical structure. While the Majesta featured a newly developed monocoque body, the Royal series used the traditional perimeter frame.

The two available gasoline engines were inline 6-cylinder DOHC 24-valve units, with a displacement of 2.5 and 3 liters, respectively. In addition, a 2.4-liter turbo diesel engine was made available. The front suspension inherited a double wishbone system from the previous generation model, while a semi-trailing arm suspension was employed for the rear wheels. Electronic systems including anti-lock braking (ABS) and traction control (TRC) were adopted as a matter of course.

The sedan, wagon, and van versions received only minor improvements and continued to be marketed as the eighth-generation models.
