The fourth-generation Starlet that came out in December 1989 further enhanced its basic performance, bolstering the image of Toyota's entry model. Its body design, available in two varieties (sports and normal), became more rounded than that of its predecessor. The body came in either 3- or 5-door hatchback styling, and a canvas top version was also added to 3-door models. The commercial-use van version was discontinued.

The gasoline engine lineup was thoroughly renewed, with the standard 16-valve 82 PS unit (4E LASRE a-II) slightly enlarging the displacement to 1,331 cc. The top-end unit mounted on the GT model was a turbocharged EFI engine (4E-FTE) producing 135 PS. Other available engines included a 4E-FE unit with 100 PS and an SOHC 1,453 cc diesel unit (1N). A full-time 4-wheel-drive version was introduced in August 1990, equipped with a naturally aspirated 1,331 cc engine (with an output of 82 PS or 100 PS). In January 1992, the Starlet replaced all its carburetor-type engines with EFI-type units, while also slightly changing its exterior design.
