The second-generation Tercel and Corsa were launched in May 1982. While the first-generation Tercel was sold through the Corolla channel, the second-generation Tercel was moved to the newly founded Vista channel, and the sister model Corolla II was introduced to fill the vacuum at the Corolla channel. The first- and second-generation Corsas were handled at the Toyopet channel. These three sister models shared the same mechanisms, and their designs were different only in the details.

There were three body variations: 3-door and 5-door hatchbacks that were the mainstream in this vehicle class, and a 3-box 4-door sedan. The Tercel and the Corsa came in 5-door hatchback and 4-door sedan bodies, and the Corolla II was offered as 3- and 5-door hatchbacks.

The styling was based on sharp, linear contours. Molded resin bumpers and non-standard-shaped headlamps were used so that they integrated smoothly with the body. The wheelbase was shortened by 70 mm, although the engine continued to be mounted lengthwise. A dual-link MacPherson strut system was used for the rear suspension. The three sister models shared two 4-cylinder SOHC engines, with 1.3- and 1.5-liter displacements, respectively. The most powerful unit (3A-HU) used a variable venturi-type carburetor to produce a gross output of 86 PS (12.3 kgm). The Tercel VE featured a digital instrument panel, which was unusual for a compact car.

In August 1983, a 3-door hatchback model was added to both Tercel and Corsa lines, in response to rising demand from younger demographics and female customers. A twin-carburetor engine (3A-SU) with 90 PS was made available in August 1984, along with a part-time 4-wheel-drive 4-door sedan. The choice of transmissions included a 5-speed manual with an extra low gear and a 3-speed automatic.
