The RAV4 helped to establish in the United States a new vehicle category known as crossover utility vehicle (CUV), that is, a cross-country vehicle developed with the design architecture of a passenger car. The second-generation RAV4 released in May 2000 followed the original concept of the "urban high-performance SUV," while the body became a size larger to improve its product appeal in the overseas markets.

Two inline 4-cylinder DOHC engines were available, including a new 2.0-liter D-4 direct injection unit developing 152 PS for the 4-wheel-drive (4WD) model, and a 1.8-liter VVT-i unit with an output of 125 PS for the 2WD (front-engine, front-wheel-drive) model. The transmission was either a 4-speed automatic Super ECT or a 5-speed manual (for 4WD model only). The 4WD system was upgraded to a full-time 4WD with a center differential combining bevel gears and a viscous coupling LSD (limited slip differential).

"RAV4" is the acronym of Recreational Active Vehicle with 4-wheel-drive, and the "J" stands for "joyful."
