The meaning is the same as model code.
The FR drew upon Toyota's experience with the Model BW rear-engine bus that was under development between 1947 and 1949. The BW was going to be a very advanced rear-engine bus with a monocoque body made of duralumin. The management decided that the time was not yet ripe for this vehicle, however, and the development of BW was suspended after two prototypes were made.
The Model FR was released a few years later in 1953, but its production ended after only eight months, because the 105 hp Type F gasoline engine was not powerful enough for a boxy rear-engine bus that was far larger than a bonnet-type bus. At the time, Toyota still did not have a diesel engine that was sufficiently powerful to drive a bus of this size.
