Developed as a high-grade model of the Publica series, the Publica Starlet was targeted at young customers. It was marketed through the Toyota Auto sales channel (now the Netz channel), instead of the Corolla channel that had been selling the Publica line.

The unique and sporty fastback coupé body was a size larger than the Publica. The choice of engines included a 1,000 cc unit (2K) and three 1,200 cc units (3K, 3K-B, 3K-BR), and the transmission was either a 4- or 5-speed manual or a 2-speed automatic. The engine and transmission lineups were borrowed from the Publica and the Corolla. Initially, the Publica Starlet adopted a free choice system that allowed customers to combine interior and exterior accessories and engines as they liked, although the choice was more limited than that for a similar system adopted by the Celica. The beltline dipped slightly at the front end of the door and stayed level, until it kicked up again at the rear quarter window, wrapping around the rear pillar to reach the bottom of the rear windshield. The rear seats of the high-end model could be split and folded to expand the luggage space.

A 4-door sedan was added to the line in October 1973, with the roof that extended slightly to the rear, which made the rear windshield more upright and gave the body its semi fastback styling. A minor model change in February 1976 narrowed the choice of engines to just one: the 3K-U unit that met the 1976 emission standards. The model varieties were also consolidated, putting an end to the free choice system.
